Practice and Promise from the Ohio Board of Regents
Background
The Ohio Board of Regents and the Arizona Board of Regents undertook a joint-development project with the Miami University Degree Audit Report System (now redLantern) to build a prototype web application known as the Course Applicability System (CAS). Using the World Wide Web, CAS assists students, advisors, faculty and administrators from two-year colleges and universities to obtain consistent and accurate information about transfer courses and the applicability toward degree completion. In addition, CAS uses the web to enhance communications between faculty and staff who are responsible for making transfer articulation decisions. The result is a more efficient, more accessible, and ultimately - a virtually paper-free process to help transfer students move from school to school and earn degrees in a timely manner. In 2008, CAS changed its look and name to u.select. u.select provides the same features and functionality as CAS with a more user-friendly interface.
Definition of Full Implementation
With the introduction of House Bill 95 in 2003, Ohio public institutions became responsible for fully implementing the Course Applicability System. The definition for full implementation is described in a separate document, but essentially requires that every program and certificate offered is available for viewing and processing by users of CAS. It also requires that equivalencies are available in the Course Equivalency Guide for the General Education, Transfer Module and Transfer Assurance Guides of the institutions for which the receiving institution enrolls 25 or more transfer students.

Equivalencies for those courses that fall into the General Education, Transfer Module and Transfer Assurance Guides for the institutions identified as sending 25 or more transfer students to your institution must be available through u.select.
Marketing/Training
Marketing and Training of staff and students is essential to the success of u.select, and is a part of the fully implemented definition. All institutions must have a program put in place for the training of current and new staff.
